Each area measures performance with its own criteria: a different month, a different baseline, a different definition of what counts as "on time." Comparing an indicator across quarters, or across areas, becomes an exercise in translation before it becomes analysis.
The result is predictable: reports that show activity without showing whether the organization decides faster, executes more reliably, or simply does more of the same.
