The challenge

An e-invoicer needs a valid certificate to sign anything.

The qualified electronic signature certificate is the piece that lets you sign every electronic invoice. Without a valid certificate, the e-invoicer stays stuck, regardless of how much was invested in the integration.

Panama recognizes several levels of electronic signature, but the law equates only one to a handwritten signature: the qualified electronic signature, backed by a certificate issued by a provider accredited before the National Directorate of Electronic Signature at the Public Registry, under Law 51 of 2008 as amended by Law 82 of 2012. A scanned signature falls outside that category: the law treats it as an image of a handwritten signature, easy to copy.
